REQUEST FOR QUALIFICATIONS (RFQ)

The Northeast Greenway Corridor Working Group (NGC) and the Sand Creek Regional Greenway Partnership (SCRGP) are soliciting statements of qualifications to manage a process resulting in master plan for the Northeast Greenway Corridor. The SCRGP and NGC are seeking an experienced neutral assessment, negotiation, and facilitation team.

This Request for Qualifications is being issued collaboratively by Adams County, Aurora, Brighton, Commerce City, City and County of Denver, Thornton, Shell Oil Company, the Colorado Department of Public Health and Environment, the Colorado Department of Natural Resources, the Colorado Office of the Attorney General, and the Sand Creek Regional Greenway Partnership (SCRGP), all members of the Northeast Greenway Corridor Working Group, NGC.

Project Background

In 2008, the State of Colorado settled its claims against Shell Oil and the U.S. Army for injuries to natural resources at the Rocky Mountain Arsenal.  The settlement requires the United States and Shell pay $27.4 million to the State.  Ten million dollars of that sum is earmarked for projects related to the Northeast Greenway Corridor.  The remainder must be used to restore, rehabilitate or replace resources injured at the Arsenal.  The Colorado Natural Resource Trustees oversee and administer these funds.  The Trustees prefer these funds be leveraged and matched by jurisdictions and organizations to complete restoration projects near the Arsenal. 

The Northeast Greenway Corridor Advisory Committee was established in the Arsenal settlement with Shell Oil Company to propose projects from the Greenway list to the Trustees.  The NGC hopes to go a step further and propose an integrated list of projects that will utilize the entire $27.4 million plus matching funds.  A brief list of background resources can be found on www.sandcreekgreenway.org – look for the link to Northeast Greenway Corridor RFQ.

Project Description

NGC and SCRGP are seeking a request for qualifications for an experienced neutral assessment and facilitation team for two tasks:

1) Develop a master plan of projects available to be funded with settlement and potential matching money including project assessment and phasing design, and;

2) Design steps to implement the master plan.  

Qualifications Desired

The desired team should have substantial senior level experience and expertise in conducting processes for planning and designing a master plan which includes designing and implementing collaborative environmental projects. At least one member of the successful candidates for the team must be listed on the U.S. Institute of Environmental Conflict Resolution, National Roster of Environmental Dispute Resolution and Consensus Building Professionals or other acceptable qualifying list.

Submission of Qualifications

Interested teams should provide the following information and qualifications. Please limit your responses to no more than five (5) pages.

Include contact information and brief biographies of proposed team members including a list of skills, experience and hourly rates.

Include a short description of three to four projects that show the team’s most relevant environmental negotiations, assessments and conflict resolution projects. The descriptions should include purpose, design and outcome of the project, along with the cost of the team for the project, including number of hours spent on project.

In order to be considered for this RFQ, submissions must be received by 5:00 pm MDT on June 24, 2010. Please e-mail or mail the submission to the address below. Following the RFQ review, leading candidates will be invited to submit a bid on the project and will be interviewed in July/August 2010.
